Steve Soherr (NOAA Office of Coastal Survey, ASSIST @NOAA Federal)
Steve Soherr is a customer specialist within the NOAA Office of Coast Survey Navigation Services Division. He currently manages the Office of Coast Survey’s ASSIST inquiry and chart discrepancy reporting system, providing customers with information about NOAA charting products and services, and insuring that reported chart discrepancies are addressed. He has 26 years of experience within NOAA’s Office of Coast Survey working in a variety of capacities including as a cartographer and navigation manager for the Upper Chesapeake Bay region. He holds a Bachelor's degree in Geology from James Madison University and currently resides in Poolesville, MD with his wife Laurie and their hound dog Scarlet. He enjoys fishing, playing guitar, billiards, antiques, and metal detecting in his free time. [November 2020]
Collen Roche (NOAA NE Navigation Manager, Navigation Services Division @NOAA Federal)
Colleen Roche is the North East Navigation Manager in the National Oceanic and Atmospheric Administration's Navigation Services Division. She works directly with pilots, mariners, port authorities, and recreational boaters to identify navigational challenges facing the marine transportation system, and provide the resources and services that promote safe and efficient navigation. Prior to the Navigation Services Division, she worked as an engineer at NOAA’s Center for Operational Oceanographic Products and Services ensuring the operational capacity of the National Water Level Observation Network and the National Current Observation Program. Before coming to NOAA, she worked as a coastal engineer for 8 years supporting port design and expansion, environmental remediation and beach renourishment efforts. She holds a Bachelor's degree in Ocean Engineering from the University of Rhode Island and a Master’s of Science in Civil Engineering from Johns Hopkins University. [November 2020]
Colby Harmon (NOAA Marine Chart Division, Project Manager @NOAA Federal)
Colby Harmon is a staff cartographer and project manager in the National Oceanic and Atmospheric Administration's Marine Chart Division. He participates in and manages many special projects, including teaching segments of the NOAA Nautical Cartography Graduate Program. Held leading roles in creating the National Charting Plan, the Transforming the NOAA ENC® implementation plan, and the plan for Sunsetting Traditional NOAA Paper Charts.Prior to NOAA, he worked at the National Geospatial-Intelligence Agency and its predecessor organizations for 22 years. Harmon has over 30 years of experience in the development of digital and analog map symbology for NGA, NOAA, and the International Hydrographic Organization. Harmon started his federal career in 1975, serving in the U.S. Air Force as a geodetic surveyor. He holds a Bachelor's degree in Geography from the University of Connecticut and a Master’s of Science in Strategic Intelligence from the Joint Military Intelligence College. [November 2020]
